  Ephraim H Parker
John Parker, son of Col. William Parker, and grandfather of the late Ephraim H. Parker, in 1794 surveyed the greater part of the northern section of Armstrong county and the southern part of Butler county.
Judge Parker died in 1842, at the age of seventy-six years, and is buried in the Parker cemetery.
Parker was married to Margaret Phipps, a daughter of David and Margaret (Stewart) Phipps, of Venango county, Pa., the former of whom was a pioneer in the iron and also the woolen manufacturing industries of that county.

In particular, Parker was opposed by labor groups due to a decision he had written regarding the United Mine Workers and Yellow-Dog contracts, and by the NAACP due to remarks he had made in 1920 about African-Americans while a candidate for Governor of North Carolina.

It is of particular interest in his response that Parker apparently questions the identify of his correspondent in referring to him throughout in quotation marks, as if the name is not an actual one in the community.

The federal judge who oversaw the case for 20 years got so frustrated he took advantage of his senior status last month and walked away.
The agreement encouraged racial mixing by allowing students to attend magnet schools of their choice or transfer to another regular school if they were part of the majority in their school and became part of the minority in the new one.
However, the judge complained as he bowed out of the case that nothing but disappointment had come of promises the school board made over the years to resolve the case.

Act 858 was a nasty little piece of legislature that sought to amend the Arkansas Code, criminalizing the display of printed materials which are deemed for minors, yet still constitutionally protected (for the moment, anyway) for older minors and adults.
